Job Summary

Health Education and Improvement Wales (HEIW) is seeking a highly skilled Senior Finance/Business Analyst to join their finance team. In this role, you will be responsible for providing expert financial advice and producing robust financial analysis, focusing on sustainability metrics, benefits realization, and improving integration between financial and performance reporting. Key Responsibilities

As the Senior Finance/Business Analyst, you will:

1. Lead Strategic Finance Programmes

  • Lead strategic finance initiatives to ensure that financial goals and targets are achieved efficiently.

  • Develop and implement best practices for financial analysis and performance reporting.

  • Research, design, and adopt innovative strategies for delivering financial programme and project objectives.

2. Financial Advice & Reporting

  • Provide professional advice to senior stakeholders within the NHS and HEIW regarding financial matters.

  • Prepare and deliver high-level financial analysis to key decision-makers.

  • Develop sustainable financial metrics to help measure the success of initiatives.

3. Integration of Financial and Performance Reporting

  • Enhance integration between financial performance and operational performance within the NHS framework.

  • Work closely with other departments to ensure financial data is aligned with performance objectives.

4. Transformation and Technological Advancements

  • Support the department’s transformation agenda in line with the HEIW Finance Strategy.

  • Help the organization adapt to new technological changes and streamline financial reporting systems.

5. Stakeholder Engagement

  • Build and maintain strong working relationships with both internal and external stakeholders.

  • Communicate effectively with senior leaders, ensuring that financial data is presented in an accessible and actionable way.


Qualifications and Knowledge

Essential Qualifications

  • Member of a CCAB Accounting Body (i.e., ACA, ACCA, CIMA, CIPFA, or equivalent).

  • Strong understanding of NHS finance, planning, and performance metrics.

  • In-depth knowledge of governance standards, policies, and strategies within the NHS and Welsh Government.

  • Experience with data visualization and business intelligence packages to turn data into meaningful insights.

Desirable Qualifications

  • Postgraduate management or finance qualification.

  • Previous experience working within the NHS or public sector.

  • Ability to speak Welsh is beneficial.

  • Extensive experience in financial analysis, strategy development, and business performance monitoring.

  • Experience using financial tools and techniques to analyze and communicate complex financial data.

  • Ability to work autonomously and manage multiple priorities effectively.

  • Proven track record in advising senior leaders on financial matters and strategies.

This position is based at HEIW, Ty Dysgu in Cardiff, Wales, with the possibility of flexible working arrangements. The work location can be confirmed during the interview process.
