Job Summary
Are you an experienced procurement leader looking for an impactful role within the healthcare sector? Key Responsibilities
As the Head of Procurement at EPUT, your primary duties will include leading, managing, and continuously improving the Trust’s procurement and supply chain activities. Your expertise will be central to the success of various procurement projects, ensuring that the Trust meets its strategic goals.
1. Strategic Leadership of Procurement Functions

Lead the procurement team and manage all procurement processes, ensuring compliance with NHS guidelines and best practices.

Develop and implement Trust-wide procurement strategies to drive cost-effective purchasing and improve service delivery.

Represent the Trust at both local and national levels to advocate for procurement best practices and align with wider healthcare initiatives.
2. Procurement Policy Development and Oversight

Develop, implement, and maintain robust procurement policies and procedures across the Trust.

Ensure policies adhere to national procurement standards and support the Trust’s objectives, including sustainability and financial efficiency.

Oversee all procurement audits and ensure compliance with NHS procurement regulations.
3. Supplier and Stakeholder Management

Cultivate strong relationships with suppliers and external partners to ensure high-quality goods and services are delivered.

Engage stakeholders and sponsors, collaborating to implement strategic initiatives and achieve successful procurement outcomes.
4. Performance and Financial Management

Monitor procurement performance through key performance indicators (KPIs) and ensure continuous improvement in all procurement activities.

Manage the department’s budget effectively, making sure that financial resources are optimally allocated to meet strategic goals.
5. Technology and Innovation in Procurement

Spearhead the development and integration of e-procurement systems such as Atamis to streamline purchasing operations.

Stay up-to-date with technological advancements and implement modern procurement tools to enhance efficiency and performance.
6. Training and Development

Lead educational programs to ensure that all managers and staff are well-versed in procurement policies and best practices.

Provide leadership training to ensure team members are equipped to perform at their best.
7. Change Management

Manage the introduction of new procurement strategies and technologies, ensuring a smooth transition and buy-in from all stakeholders.

Person Specification
Education and Qualifications
Essential:

Full membership with the Chartered Institute of Purchasing and Supply (CIPS).

Master’s degree or equivalent knowledge and experience.

Evidence of continuous professional development (e.g., attending courses, seminars).
Knowledge

In-depth knowledge of public sector procurement practices.

Expert understanding of NHS, local authorities, and social care procurement processes.

Extensive knowledge of sustainability and environmental standards in procurement.

Advanced understanding of tendering procedures and relevant legislation.

Advanced IT and computer skills, with proficiency in computerized purchasing systems.
